Ukrainian President Volodymyr Zelensky Asserts Absence of Explicit Security Pledge from European Partners

Ukrainian President Volodymyr Zelensky says European allies have failed to provide sound guarantees that they will protect his country in the event of a future Russian attack.

"I am asking this very question to all our partners and I have not received a definitive and straightforward response yet," he stated to the press on Wednesday.

These remarks follow a day after the UK and France signed a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is reached.

However, comprehensive defense assurances have not been agreed. The US, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a commitment at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

After the Paris talks, which involved some 30 countries that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron later said thousands of troops may be sent.

Allies proposed that the US would take the lead in monitoring a truce. But the central sticking point of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

Moscow has not yet commented on the declaration made in the city of Paris.

Russian President Vladimir Putin launched a comprehensive military assault of Ukraine in February 2022, and Moscow now occupies about one-fifth of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "an essential component of our dedication to support Ukraine for the long-term".

He added: "It paves the way for the legal framework under which British, French and partner forces could function on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the years to come."

Zelensky hailed that accord as a "significant leap of progress".

A day later, however, he seemed more cautious.

"I see the will, the political will, and that the partners are ready, and the partners are ready to give us robust economic measures, strong security guarantees," he said when questioned if nations in Europe would come to Ukraine's aid.

"However, until we lack such binding security pacts - formally ratified, supported by parliaments, supported by the United States Congress - this crucial issue cannot be answered. And should they materialize, you must ultimately depend primarily on your inherent capabilities."

Persistent Challenges and Fighting

Negotiations in Paris were also significant due to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the participating countries "mostly completed" their work on agreeing security protocols.

Last week, the President indicated a settlement was "90% ready".

Questions of land and defense pledges have been at the forefront of unresolved issues for negotiators.

The Russian leader has consistently stated that Ukraine's military must pull back from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could withdraw its troops to an agreed point - but only if Russia did the same.

Russian forces now holds about 75% of the Donetsk region, and some nearly all of the neighbouring Luhansk. The pair of oblasts form the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - with a focus on power facilities. Moscow is also achieving slow progress in capturing more Ukrainian territory.

Ukraine has hit back at objectives inside Russia with drones, though with more limited success.
