However, Ms Rodríguez, now the temporary head of state, has so far sounded notes of defiance – and other parts of the decapitated regime are far more intransigent.

The Superpower as Rogue State

A man who was elected pledging to stop foreign wars now says he is “unconcerned about deploying troops”. Rebranding the Department of Defense as the Department of War was a substantive signal. He does not see the world’s superpower as a guardian of order; he is turning it into a lawless actor.

He believes that the America's power allows it to do as it wishes with minimal cost: observe the military actions against Nigeria and Iranian installations. He claims that the oil resources of Venezuela means this most recent venture “won’t cost us a penny”.

Venezuela is only a small transit route for cocaine; Mr Trump recently exonerated the past Honduran leader Juan Orlando Hernández for drugs and weapons crimes. Mr Trump himself made it clear that he is propelled by the lure of oil as well as machismo, the beliefs held by certain advisors, and the appetite for triumphalism as his support at home declines.

A Muted Global Reaction and Institutional Irrelevance

The global reaction, especially in Europe, has – with notable outliers – been alarmingly quiet. That’s not a result of Mr Maduro’s sins, but anxiety over Mr Trump’s wrath. The firm response from UN Secretary General António Guterres was notable, but this episode emphasizes the institution’s growing irrelevance.

Mr Trump’s anti-interventionist domestic base could potentially force him to turn attention back home – but soaring healthcare premiums, public anxiety over the economy and ongoing controversies increase his appetite for distraction.

It has been less than 12 months into his time in office. The international community may come to rue the day if they fail to speak up today, with the question of which nation is next looming.
