British Broadcasting Corporation Gaza Film Deemed a 'Serious' Breach of Broadcasting Standards, Says Broadcasting Watchdog

The BBC was found to have committed a "significant breach" of industry standards by omitting to mention that the voice of a programme about the Gaza conflict was the offspring of a Hamas official, as ruled by UK media regulator Ofcom.

An inquiry by the broadcasting watchdog into Gaza: How to Survive a Warzone has concluded that the programme was "significantly deceptive".

The chief executive of the broadcaster had previously apologised, stating there had been "a significant failing in relation to accuracy".

Ofcom has directed the BBC to air a prime-time declaration about its findings.

"Since this amounts to a major infringement of our code, we are instructing the corporation to air a statement of our conclusions against it on BBC2 at 21:00, with a schedule to be finalised," it said.

'Potential to Damage Credibility'

The authority's statement stated: "The inquiry we conducted found that the documentary's omission to reveal that the voice's parent served in a post in the Hamas-administered government was materially misleading.

"This implied that the viewers did not have vital facts which may have been highly relevant to their assessment of the narrator and the details he presented.

"Credibility is at the core of the relationship between a broadcaster and its viewers, particularly for a public service broadcaster such as the British Broadcasting Corporation.

"This error had the potential to erode the very considerable amounts of credibility that viewers would have placed in a BBC factual programme about the Gaza conflict."

The film was removed from iPlayer in last February after the boy's familial connections were revealed, and in the month of July an internal BBC review determined it breached the broadcaster's content policies on accuracy.

A corporation official stated: "The Ofcom ruling is in agreement with the results of the internal assessment, that there was a major oversight in the film in relation to the corporation's content standards on accuracy, which corresponds to Rule 2.2 of the regulator's media standards.

"We expressed regret for this and we agree with Ofcom's decision in complete. We will comply with the sanction as soon as the schedule and language are finalised."
